McCormack said the United States and North Korea had reached agreement "on an number of important verification measures" of North Korea's nuclear program.

These include participation by all members of the Six Party Talks, the role of the U.N. nuclear watchdog agency, access to all of North Korea's nuclear facilities and what procedures would be used in the verification process.

"Every element of verification that we sought is included in this package," McCormack said at a news conference.

A senior State Department official said earlier that President Bush made the decision Friday night to remove North Korea from the terrorism list.

Was this a wise decision by the President and his advisory?
Was the need for cash an incentive? Not that I know NK has any flowing cash, just wondering.
I think Bush wants some kind of legacy to blot out the economic stuff.

Not defeated, but definitely contained to a degree that hasn't been seen in a couple decades.

None. Now thanks to technolgy gifts from 10-15 years ago, he has detonated at least one (badly and not repeated). Now, we are having talks, opening avenues of diplomacy and no more nukes have been detonated. Peace is a good thing.
