WASHINGTON, June 4 (Reuters) - A majority of the Iraqi parliament has written to Congress rejecting a long-term security deal with Washington if it is not linked to a requirement that U.S. forces leave, a U.S. lawmaker said on Wednesday.

Rep. William Delahunt, a Massachusetts Democrat and Iraq war opponent, released excerpts from a letter he was handed by Iraqi parliamentarians laying down conditions for the security pact that the Bush administration seeks with Iraq.

The proposed pact has become increasingly controversial in Iraq, where there have been protests against it. It has also drawn criticism from Democrats on the presidential election campaign trail in the United States, who say President George W. Bush is trying to dictate war policy after he leaves office.

"The majority of Iraqi representatives strongly reject any military-security, economic, commercial, agricultural, investment or political agreement with the United States that is not linked to clear mechanisms that obligate the occupying American military forces to fully withdraw from Iraq," the letter to the leaders of Congress said.

... and very ugly.

Will the U.S. leaders recognize a sovreign nation?
Or is it just lip service?

This could be a notable topic on the campaign trail and upcoming moderated conversations between the candidates.
Or maybe we could just cater to the media and talk about flag pins...

BAGHDAD - Two suspected Shiite militia leaders surrendered Friday during raids by U.S. forces, while tens of thousands of Shiite faithful streamed out of mosques to join protests against a security agreement with the United States.

Such rallies have erupted weekly following a call by anti-American cleric Muqtada al-Sadr, who opposes the deal, which could lead to a long-term U.S. troop presence in Iraq.

Such arrests have become an almost daily occurrence in Iraq, where U.S. forces are seeking to thwart the movement of Iranian weapons into Iraq. Washington accuses Iran of arming and training Shiite militiamen, but Tehran denies that.

Al-Maliki was due in Iran on Saturday, as protests grew more amplified in Iraq against a proposed security agreement with America.

The deal, which the Iraqis and Americans hope to finish by midsummer, would establish a long-term security relationship between Iraq and the United States, and a parallel agreement would provide a legal basis to keep U.S. troops in Iraq after the U.N. mandate expires at the end of the year.

Supporters believe the deal would help assure Iraq's Arab neighbors, notably Saudi Arabia and the Gulf States, that Iraq's Shiite-led government would not become a satellite of Iran, the largest Shiite nation, as the American military role here fades.

But critics in Iraq worry the deal will lock in American military, economic and political domination of the country. Some Iraqi politicians have attacked the deal, especially those loyal to al-Sadr, whose militiamen fought U.S. and Iraqi troops in Sadr City for seven weeks this spring, until a truce in May.

I have and formed a theory which Friday the Jewish Defense Minister made known their view! I just think Bush will use our Air force to open the way for Israel
if push comes to shove.

I guess this is either hope or the payoffs work. But I think this admin needs to do what every one before them did, lay down, plan a library get some photo ops. But to hinder the next president (if the Dem's win) and have hs hands tied with this crap is just stupid.

David Satterfield, the State Department's top adviser on Iraq, said both sides were committed to reaching an agreement, which would also provide a legal basis for keeping U.S. troops here after the United Nations mandate expires at the end of the year.

"We're confident it can be achieved, and by the end of July deadline," Satterfield said of the agreement.

Satterfield bristled at suggestions by a senior Bush administration official close to the talks, who told The Associated Press on Monday that it was "very possible" the U.S. may have to extend the existing U.N. mandate.

The answer to (Will the U.S. leaders recognize a sovereign nation) is they didn't the first time when little Bush invaded. So why except them to do so now?
And I think you got it right, flag pins and lobbyist on the payroll.
