Sometimes leaders do a great many things to bring about peace. Unfortunately this leaders actions will back fire. Was it a moronic move to absolve all people? Possibly, but how many people have committed terrorist activities in comparison to the number of people how haven't? I'd be interested in that information. That will tell us exactly how successful this program has been. If we're talking about 2 out of 5000, I'd say the policy has been successful. If we're talking 2 out of 5, that is another issue.
