It's a "if you don't vote for me you ain't black" kinda deal. Group identity depends on Democrat party loyalty.

If the group wishes to rename itself The Black Democratic Caucus (or The Democratic Black Caucus), it would be perfectly within its ethical rights to deny membership to this Republican congressmen.

But that is not the way that it advertises itself...
