The House bills are not getting vetoed. (Veto is the President's prerogative) They are getting ignored. Harry refuses to bring them to a vote.
A true leader would bring the bills to a vote, mark them up, and return them to the House. But that would mean that Senators would then be on record as being for or against something. Can't have that.
