They haven't passed a budget, not if you call that S*** Paul Ryan wrote a Budget.
When Boehnor sends something up to the Senate the first thing Harry Reid looks for is the Vote Score. If there are no Democrats voting yes then he knows it's just another parlor trick by the House Extremists to create talking points so they can lie to their constituents .
The polemic screed ignores the fact the Senate hasn't had a budget hearing in 1,200 days nor does Harry Reid have plans to let them have any. It is a false narrative to claim the Senate has to vote the the House passed budget up or down with no changes. Thanks to Democrat obstructionism the Senate hasn't even tried to create a budget.

If Harry Reid uses the radically partisan evaluation method you describe for House passed bills then the blame for Congress not accomplishing more rests with Senate Democrats. In effect the Senate is ruled by his crass political calculations.

All you can do is parrot the extremist talking point that The Senate hasn't passed a budget in 1200 days,, but you fail to admit it's the Republicans who are obstructing everything in Washington except for their partisan agenda. Reid knows he will never get his or Obama's budget passed so he doesn't waste the time.

It's apparent that you don't know how the budget process works or you would see exactly why it's the Republicans who are obstructing the budget process. What is the point of kicking two budgets back and forth for months only to pass a last minute continuing resolution to keep funding the Government.

The polls show Congress with the lowest approval rating in history...

When asked who is more to blame the Majority says the Republicans in the House are more to blame .....

Go figure....
