The failure to enact a budget is shared by Obama and Harry Reid. Obama's last 2 budget
proposals have failed to attract a single vote. Not being able to attract a single vote from his own party is a spectacular, bipartisan failure. A failure that Obama compounded by ignoring the Federal budget for the rest of the fiscal year. After Obama's whiff on a Federal budget the House passed a Federal budget. But instead of debating or even holding hearings on it, Harry Reid refused to allow the Senate to consider it. Obama and Reid stubbornly cling to a take it or leave it approach.

He did not ignore it. The above was one reason; another was the tying it to the debt and another was/is refusing to bring **** to the floor for debate.
