Stable parents or even just any devoted parent.
There are far many more orphans in this world than prospective parents. I can't think of a more undeserved sentence in life than the conviction a never adopted child receives.
Atheist, homosexuals, opposing religious beliefs, opposing racial realities, whatever... from my understanding the demand for good, vetted, positive role models in the lives of children either abandoned or through circumstance without parents is so HIGH ... that I could just never discriminate through law any bias regarding adoption rights. If they are good parents, they are good parents.
