A federal grant program aimed at reducing the health risks associated with drug use has become the subject of misinformation online, with social media users and some Republican politicians accusing the White House of distributing free crack pipes to Americans.
The confusion stems from a Feb. 7 article published by the Washington Free Beacon. Citing an anonymous spokesman from the Department of Health and Human Services, the conservative news outlet wrote that a program backed by the Biden administration "will provide pipes for users to smoke crack cocaine, crystal methamphetamine, and 'any illicit substance.'"
Republican politicians quickly seized on the claim.
...By Feb. 9, the claim was a popular talking point across social media platforms.
While some of the money from the Biden administration's grant program is tabbed for supplies like sterile syringes and "safe smoking kits," officials say distributing or funding crack pipes aren't part of the program. Both the White House and the Department of Health and Human Services have said crack pipes were never part of the plan.
"The Biden-Harris administration has never authorized the use of federal funding for smoke pipes and will not in the future," Sarah Lovenheim, the agency's assistant secretary for public affairs, told USA TODAY in an email.

The crack pipe controversy is heating up again after the Washington Free Beacon confirmed that, in numerous major cities, “safe-smoking kits” handed out by harm reduction organizations included pipes for smoking drugs.
The kits became the subject of national controversy after the Biden administration denied the presence of any pipes in federally funded “safe smoking kits,” following a Washington Free Beacon report alleging a grant for the kits from the Department of Health and Human Services (HHS) was providing drug paraphernalia.
When The National Desk (TND) first reported on the Free Beacon's discovery that HHS's new grant would fund drug paraphernalia, the TND report was "fact-checked" and removed from Facebook.
However, following an investigation into what is actually being put in these “safe smoking kits,” it has been revealed many of the kits being doled out do indeed contain pipes that can be used to smoke drugs like crack, according to The Free Beacon.
Five health-focused nonprofits or government agencies in Boston, New York City, Washington, D.C., Baltimore and Richmond, Virginia, made crack pipes and paraphernalia for the use of heroin, cocaine, and crystal methamphetamine readily available upon request, The Free Beacon indicated.
“The findings are the result of Washington Free Beacon visits to five harm-reduction organizations and calls to over two dozen more,” wrote The Free Beacon’s Patrick Hauf. “While the contents of safe-smoking kits vary from one organization to another—and while those from some organizations may not contain crack pipes—all of the organizations we visited made crack pipes as well as paraphernalia for the use of heroin, cocaine, and crystal methamphetamine readily available without requiring or offering rehabilitation services, suggesting that pipes are included in many if not most of the kits distributed across the country.”
