If the kids aren't eating relatively healthy food at home, what makes you think they will at a school lunch?
There is a yuge difference between feeding a growing kid a salad with low fat dressing (exaggerating for example's sake) and that same salad with a fun dressing, croutons, cheese on top. There is a difference between a sandwich with one slice of cheese, one slice of meat on a whole wheat bread dry, and a sandwich with mayo, mustard, a couple of extra slices of cheese and meat, maybe lettuce.
There are moderate roads to every destination. Add that to Get A Clue's correct statement about activity, and you can see a reduction in obesity, and food waste.
But it can only go so far, when the parents at home feed the kids crap pre-packaged synthetic chemicals without regard to carbs, calories or ingredients. Add atrocious snack foods, and the responsibility for a kids health is not based on one meal a day for 5 days a week, it is what is ingrained at home about how to eat, and what to eat.
