Like most things that happen these days that have anything to do with actual governing, this got lost in all the weekend noise: President Trump again tried to make himself out to be politics' version of the big bad wolf by threatening Congress that he'll huff and puff and shut the federal government down if he doesn't get his wall between the U.S. and Mexico.

Trump has repeatedly made this threat before so we know for sure that it's one of his applause lines. Much like a standup comic who's telling a joke that always gets laughs, this is definitely part of his standard routine rather than a new policy pronouncement.

Also, Trump was singing to his choir. He made the threat at his Saturday night rally in Michigan to a group that was hungry for as much red political meat as he could serve. The only thing more certain to bring Trump's audience to its feet were chants of "lock her up" and "drain the swamp.


Remember too that, although Trump railed mightily about his not getting his wall in the fiscal 2018 omnibus appropriation that was enacted in late March, his bluster and bravado only came after he signed the bill. In other words, five weeks ago Trump had the chance to shutdown the government over the exact same issue he's now saying is his line in the legislative sand...and he blinked big time.

And, don't forget that Trump's proclivity for backing down on this specific issue has already become legendary in just the 16 months he's been in office.

There are five reasons why this Trump threat to shutdown the government is as much chest thumping this time as it has been up to now.

First, congressional Republicans, who are already facing big losses this November, will want to get home to campaign for reelection. A government shutdown will keep them in Washington.
Second, the shutdown would be blamed on Trump because he would be the one vetoing what will very likely be a continuing resolution that will fund the entire government, including the military. Republicans running for reelection will be the ones who suffer because of it.

Third, as it did in March when Secretary of Defense James Mattis and others argued that a veto of the omnibus would be bad for the Pentagon, DOD officials will again tell Trump that a shutdown this fall will hurt the troops.

Fourth, Trump's wall is not popular with many Republican representatives and senators. Especially in the Senate, the votes probably don't exist to give Trump what he wants.

Fifth, as they've done in the past, the GOP congressional leadership will tell Trump that this fall's government funding bill will only be short-term and that the real decisions -- including his wall --will be made in a lame duck session after the election. That will allow him to back off again this time with a new set of red meat promises to the people who attend his rallies that his wall is on its way.

Last year, Chuck Schumer DID shut down the government...

But he's a Democrat, so actually DOING what Trump is only THREATENING is "different" and "allowable"...
