As if applying for budget funding at the CDC and covering up a criminal conspiracy in the IRS are in any way similar.

Guidelines to improve the likelihood of budget requests and hiding behind the 5th, the IRS director lying about computer crashes and lost back ups, and a DOJ that ignores criminal referrals from Congress are completely different.
