It depends on the circumstances ; what is taking place in America at the time. Sometimes you need one or the other combination.

you already have term limits, they're called elections. The problem though is most of the country hates congress in general, but they keep electing their own representatives.

I can't vote for any of the selections as I too hate both parties right now. They make me sick!

So many are like the congresscritters they vote for Party first, America after their state machinery of politics. Stupidity follows the stupid no matter what the name given for the cause.
