No surprise you ignore the specific exclusion of Trump in the OP to jump on your favorite hobby horse bashing Trump.

Like virtually all of his foreign policy Obama sought to curry favor with the international community rather than advance US interests. Obama recognized this anti US bias would make getting a treaty approved by the Senate unlikely so he adopted all manner of strategies, packaging them as agreements, accords, etc. No question these one sided arrangements were popular with the Iranian mullahs sponsors of terrorism or the Libyan terrorists promoted to power thanks in part to US air power and logistical support. Obama even meddled in the British referendum on European union on the side of an international bureaucracy dictating to a sovereign nation.

So yes, Obama made "friends" by playing Uncle Sugar to the Death to America Iranian mullahs, handcuffing the US economy with a lopsided climate agreement, looking the other way while the Chinese plundered our intellectual property, and made arrangements to exploit cheap Vietnamese labor at the expense of the American worker. Popular yes but popular with who?

I'll your FDR and nominate Woodrow Wilson, otherwise known as the father of Progressivism. But you may be right about FDR. He pretty much shifted power from the Legislative branch to the Executive branch without much resistance.

Not to mention his disastrous economic polices that would have kept us in the great depression had it not been for WWII and his handing over of eastern Europe to the maniac Stalin.

Woodrow Wilson is the worst, he did more to freedom of speech that any other even to the point of earning the praise of Joseph Goebbels.
