In the 1960s my home town sheriff put MLK in jail to protect his town.
Sure the city could revoke these guy's parade or protest license and tell them to cease and desist for the protection of the peace. If they don't comply they can be removed to a jail cell for their own protection and that of the community.
By the same token if the Panthers were actually in Sanford and not just on the internet he/she could do the same thing with them. No law says a sheriff or city official cannot protect the community at large if their is a perceived imminent threat to its peace.

If it was Spike Lee, Roseanne Barr, the black Panther Party, and possiblyAl Sharpton would already be in jail for stuff they've done concerning the Martin issue.

In the unedited version of the call, however, Zimmerman answers a question about Martin's race only after being specifically asked by the 911 dispatcher.

"This guy looks like he's up to no good. Or like he's on drugs or something. It's raining and he's just walking around, looking about," Zimmerman said, without referring at all to Martin's race.
Only after the 911 dispatcher asks "black, white or Hispanic?" did Zimmerman reply "He looks black."

The 17-year-old Martin was killed on Feb. 26 by Zimmerman in the city of Sanford, Fla., where Martin was visiting. Zimmerman claims Martin physically attacked him after he questioned why he was in the neighborhood.

Details of what actually happened between the two in the moments before the shooting are not clear, and are currently under investigation.

So basically I wasn't raised to be a robot.
A: A band of individuals with set goals to disrupt race relations is marching in my town which is already sparky due to recent events that have reached national proportions
B: It doesn't take a rocket scientist to see the potential disruption perhaps even to riotous proportions
C: As sheriff or mayor/councilman I care about my community and its citizens
D: Give the activist individuals a designated area away from public thoroughfares (say the corner of a park) to do their speeches in say 3 days or put their rabble rousing azzes in jail whether by first declaring marshal law or whatever it takes to keep the peace.


What I understand as your way:
Watch proceedings assuming they will eventually get out of hand and maybe lead to deaths and/or property damage while I hoist my finger as far up my butt as possible.
Wait for said death and or destruction then try to figure out who did what and end up with a bigger mess than the Travon case.
