It is that the tax base has shrunk. That happens when people like the Koch brothers close down business and lay of workers while making huge increases in their personal wealth.

The House passed the Senate version of Obamacare without changes because it wouldn't have "passed muster" in the Senate had they followed the typical process of creating their own version. San Fran Nanny did a masterful job of backroom dealing to avoid the conference process as that would have required gasp, negotiating in the Senate.

Of course the Senate could have created its own negotiated version of the Obamacare repeal bill if Dirty Harry had allowed it to come up for consideration. If it passed the Senate, it would have gone to conference with the compromise bill needing another vote in both houses.

The bottom line is Dirty Harry blocked any negotiation on Obamacare repeal with his obstructionism. It's the same shoddy political tactic he is using to stall debate on the continuing resolution so Republicans can be blamed for shutting down the government.

Filibusters are part of the Senate process, when a Senator filibusters they use one of the tools available to them. That is profoundly different from barring a bill passed by the House from consideration or cynically manipulating the Senate calendar to short circuit the process.

Dirty Harry doesn't want vulnerable Senate Dimocrats like Claire McCaskill to remind their voters she is responsible for Obamacare so, he buries the repeal bill. Talk about obstructionism, what other descriptor fits better?

The Dear Leader has already taken the crown for most hypocritical in a national political office holder. The Wisconsin Dimocrat state legislators are making a strong bid for the award at the state level.
