Also, I don't know how carefully you may have chosen your words here, but given the tone of "guilty until proven innocent" that you are displaying, I would gently remind you that a "criminal" is someone who has actually committed a crime, and/or been found guilty of a crime. Until that time, that person is a "suspect."

POWs were never given a trial either...They were automatically considered guilty just by the uniform they wore...
these are enemy combatants or unlawful combatants, which don't wear one...
Yes, it WOULD be much easier if they carried IDs that said "Al Qaeda" on it, but I'm pretty sure that ain't gonna happen soon...
