The OP purports to list the most dishonest Presidents but doesn't list the President impeached for lying under oath as the most dishonest. Instead the Resistance media's constant braying allegations of Trump's lies are cited as more important for national security or offensive to the faux morality of Joe Biden's wife prompting him.
Again if we go by objective criteria rather than the desired of the Resistance lynch mob, Bill Clinton by virtue of his impeachment ought to be the most dishonest President.

The House merely establishes the foundation for whether a president should be removed from office but does not have the authority to judge the evidence and actually remove the president from office. No one has disputed that Clinton lied under oath but the Senate made the determination that the crime committed did not warrant removal from office.
That's why Americans have a serious problem with the actions of AG Barr related to the Mueller Report. Barr was limited in responding to the Mueller Report as to whether there was evidence to support an indictment and prosecution for obstruction of justice and not whether the President was guilty or not guilty of obstructing justice. The evidence in ten different cases for the indictment and prosecution of President Trump summarized by the Mueller Report was far more than would be necessary for the indictment and prosecution of anyone for obstruction.
AG Barr should have limited himself to the authority of the DOJ that only addresses indictment and prosecution because he has no authority to make a determination of guilt. Instead Barr made a determination that's reserved for the courts and a jury of "not guilty" and he did so, by his own sworn testimony, without even reviewing the evidence behind the Mueller's Report on obstruction of justice.
This is why people are demanding that AG Barr resign. He's violated his oath of office for political reasons by exceeding his authority to make a decision he had no authority to make, without even reviewing the evidence, for the benefit of President Trump.
