As a general statement, most (maybe all) states have a condition that accepting and using a drivers license makes you subject to a blood or urine test at the discretion of a police officer that thinks one may be driving under the influence of alcohol or drugs. I know my state does. However, I have never heard of forced blood or urine extraction if one refused to comply. Refusal to comply does result in an automatic revocation of ones license for a year, which actually might be less time than being guilty of a DWI.
