You don't fund terrorists, you isolate them. If Russia decides to get in bed with them, let them as they will eventually bite Russia also. And when they do, Russia will deal with it in ways that we never would.

The people of Palestine need to decide what is in their best interest. They can continue down their current path of resist, terrorize and play victim to their own deeds, or they can sit down, work on a peaceful resolution to their issues and decide live in peace with and among their neighbors. They will never do this as their ideology trumps common sense, just like most of the cultures in the ME that decide to live by ancient rules laid down centuries ago by men that were afraid of the people in the next valley over.
