It was a Basically empty piggy bank.. Reagan filled it with his tax increases and Clinton added to it with his own increases.

He can. It's done all the time. The Bill passed by the House is labeled with a number. Not sure what the number would be on the bill but for example Say one of the bills the House passed to re-open The War Memorial was labeled H.R. 2013.

The Senate can strip every single letter of the actual bill, insert their own language to reflect the senate bill, pass it and send it back to the House labeled H.R. 2013. The House then puts it on the floor for a vote or not.

Again, how do you think they passed Obamacare?... Reid attached the Senate Version of the ACA to a tax bill that the House had passed and sent it back to the house with the Tax bill stripped out. Pelosi puts it up for a vote and Poof... Obamacare was born.

I receive a Social Security check; and I am not much worried that it might be delayed (or denied outright).

Social Security is not subject to the (usual) appropriations process; rather, it is considered mandatory spending...

I just wrote to Harry Reid and told him to back off trying to gain more blood out of the republicans. I heard he was trying to raise spending as part of the deal now. I do think we need more revenue but I also think if they want to spend money on something they should offset it with cutting somewhere else. After seeing the waste in everything I like most the Dems I know are tired of it.

I don't think Boehners Bosses are going to allow him to put anything on the floor for a vote and he doesn't have the balls to do it without their permission.

True that is except for the case of Obama since every budget request he has sent has been filed in a circular file since 2010 elections filled the house. Bush had charte blanche with the congress he had except for the last 2 years of the 8 years he was in office. To bad the damage had been done by then.
