Like you, I agree that neither is beautiful.
But my feelings about the second one are far more favorable than the first one.
I admit I am somewhat biased against pink or ruddy skin tones; they are unattractive to me in general. I find it particularly unattractive when someone with a golden or olive skin tone attempts to create the appearance of a ruddy pink skin tone with cosmetics.
This woman's best feature are her eyes, and the effect of them is blunted in the first picture. Only when shown in contrast to her natural olive skin tone do they really pop.

Another point is that in general I prefer edgier-looking people to more conventional-looking people, and I'm just more attracted to the woman's style in the second picture. She looks like somebody I'd have more in common with than in the first picture. She also looks like someone who spends a lot of time outdoors and has a lot of adventures, which is attractive to me.

I will admit that I wasn't entirely sure she was a biological female in either picture; her brows are very thick, her lips and jaw have a masculine look. I thought she was a very androgynous-looking woman, a rather effeminate-looking man, or possibly an intersexed individual.
Well, her make-up choices aren't the best! No one should wear that much blush and pink-pink make-up usually doesn't look good on anyone! I think women generally gravitate towards people that look more like they do. I think I remember reading in one thread that you described yourself as being "small and dark", so I can understand why you prefer darker, olive skin tones. I am very fair, have auburn hair and blue eyes and am a 'girly-girl'. Based on looks alone, I can relate more to the woman (person) in the first picture.

I look at the second picture and see ungroomed brows, blotchy/uneven skin someone that doesn't put much time or effort into their appearance and someone that looks more like a man than a woman. I see someone I don't have much in common with. I look at the woman in the first picture and can imagine getting a manicure with her and discussing the new Nars spring colors.

They both look pretty mannish to me. But the OP probably tinted my perceptions.

Knowledge can really screw up the perception of beauty. I remember an old black and white photo I saw once with several pretty girls in it. Pretty that is, until you found our that they were guards at a Nazi death camp, whose jobs involved delivering people to the gas chambers.

Good comment. A, what seems like ugly, person who has a good heart is far more beautiful than vice-versa.

Yup...I knew a few women who were beautiful until they opened their mouth...
