no, it's not. Not in the slightest. Saying "If xyz is true, then that sucks" presumes absolutely nothing at all. Saying "When did you stop beating your wife?" presumes that the subject of the question was beating their wife.

If Palin runs and wins the election, I will be sad.

Neither of these statements presume anything at all. Neither are accusatory.

Your first examples are not falsifiable as they speculate on the future. That truly is an "if" statement. Your last example is falsifiable. It's invalid because there is no possibility of "if". It's false. The same applies with Bodo's "if" statement. It's false yet he presents it as possible. It's dishonest and fallacious.
