I agree completely. The whole blood supply is kept safe by people's own personal integrity and so far it's been kept pretty safe. A valid way of handling it may be something along the lines of:
How many sex partners have you had since your last AIDS/HIVscreening?

Obviously you are with the Obama Administration on this and you'd rather see folk die from aids that they would not have gotten if they hadn't had to use blood. This is what the left does.
