Personally, I think that if the market rules better without a lot of govt regulations, then it follows that labor must be able to freely flow to where the need is.

As far as "the illegal crowd" goes, whenever anything is illegal, it goes underground and citizens lose complete control over having it regulated. Prohibition of Hispanics freely coming to the USA to work means that when they do sneak in, they are far less likely to leave, because getting back in next year is so difficult.

The best of both worlds would be to let them come and work and freely go home, which is how it always used to happen. The getting tough on letting people in makes it less risky to just stay in the USA and sneak the family in, rather than keep the family in Mexico and work here which is how it was until the borders closed so much.

This is libertarian, not liberal: Open the borders. Let people come and go freely. Let the market control the flow between countries.

This is sensible: Give people who cross either way, appropriate papers. Put them in the computer and track them through jobs and uses of services, tickets or other violations. Tax them. Encourage them to keep their families at home, where it is far less expensive for them to live. When they don't have papers, it is impossible to track them.

Why don't we have it today? Because Caesar Chavez's UFW and their Dimocrat allies did away with the program. The workers were nonunion and so Federal law had to be revised in favor of the UFW. Naturally this history gets repressed by the open-borders crowd chanting Chavez's famous slogan "si se puede."

It makes good sense to implement a modern day Bracero program but only in the context of having a secure border with Mexico. Otherwise why would people bother participating?
