Default (PWHoR 08-02) Balanced Budget Amendment

You guys know the drill... Let's talk about the balanced budget Amendment, come up with a policy, and have a vote in 30 days.

First, balancing depends on EXPECTATIONS of income...Once that expectation is confirmed reasonable, ALL spending should not exceed it...Cut it until it's less than the expected income...

Set up a timetable to get balanced...If you want it balanced in 5 years, each budget should have an EXCESS of income equal to (or better) than 1/5 of the deficit...Do that for 5 years and you're balanced...

Balanced budget doesn't include debt service. It merely means that we aren't going to spend more than we bring in this year. One of the many nuances of government accounting.
