Yes, and they were created by G-d who gave them laws of behavior in this world. But you are an atheist, and you don't believe in anything. To believe in something means to follow its laws. If you say that you believe in the traffic laws it means that you will follow them. You don't believe in G-d which means that you think you can do whatever you want, including to falsely speak against good and righteous people but not to say even one word against those who slaughter them.
