My story,

I tend to be lazy about renewing the tag on my license plate. In the past, it hasn't been uncommon for me to go 3 or 4 months past due, then get pulled over and issued a warning by the police officer.
True to form, I let my tag expire again in February (it was due in January, and the January sticker was on my plate). I got pulled over by a city police officer and issued an actual ticket (not a warning) on Feb 3rd. My court date was March 12th.
On February 11th, I got pulled over again by another city police officer for my expired tag. I showed him the current ticket I had and he let me go with a polite warning to get it fixed.
On February 16th, on my way home from work I got pulled over by an undercover officer. He was a state Alcoholic Beverage Control officer (not a traffic cop) in an unmarked vehicle, and he pulled me over for the expired tag. Again, I showed him my existing ticket, but he didn't care, and he wrote me second ticket, again with a March 12th court date.
On February 20th, as I was parking at the grocery store, a traffic officer parked behind me and turned on her blue lights. Yep, it was for my expired registration. I showed her my existing two tickets and she didn't issue another one, but again, I got a polite warning to take care of the matter.

Now, I admit, my failure to renew my registration is my fault. I also recognize that these officers were only doing their job (although the ABC officer was new one for me, I didn't know they actually did any traffic enforcement). But dayum, pulled over 4 times in 17 days for an expired registration?
On Friday (March 12th) I showed up in court and presented proof that I had registration and they dismissed the charges and fines.

I think that cities and states are getting desperate for revenue and the police are being encouraged to issue more citations, and pull over more people for minor violations in the hope that something more serious can be found. I can't prove that though.

I agree with your assessment,it's the budget crunch. Less money coming in due to the sluggish economy and the threat of layoffs at the PD all factor in when it comes to more vigorous enforcement.

Some places they have meetings and the mayor or other city government encourages officers to issue more tickets to increase revenue.
I don't know where you live, but I haven't been able to get away with an expired tag without a ticket for some time now. The cops in Idaho are not really aggressive on those issues but if they spot it they'll sure pull you over and write you a tidy little fine.

I guess they are generally more lenient around here. Like I said, I've often gone 3-4 months, then just gotten a warning.
Good thing I don't drive drunk like I did when I was kid.

Around here we call it "fund raising"

The Staties presence on the interstate has definitely increased, and they've gotten down right sneaky where they hide.

Locals not as much, but I think it would be a good thing if they did, too many light-runners around here.

I can see forgetting to get tags once, but once you get the ticket you should have gotten the tags renewed. It was stupid on your part to continued to drive with expired tags, and why the court dismissed the violations after you were repeated warned shows us it isn't about money but doing the right thing!

I would also say I don't know where you are from but here in Michigan it is so easy to renew your tags because you can do it by mail. The state gives you plenty of time to renew.

The judge should have fined your butt because of the flagrant disregard of the violation!

I think that you need to get your registration renewed. Personally, I applaud the efforts of the police officers in your case. They are doing thier job and just because you can't get your act together and get your tags renewed is no reason for them to cut you any slack.

BINGO!!!!

Here in Oregon, we can renew our tags online. We get a print-out to use as a temp. and they mail you the tags within a couple days. Or you can drop your local DMV and get them in about 10 minutes. The last time I got mine renewed on my old Chevy truck, it took less than 2 minutes.
