As to your question, directly: I seriously doubt that Congress would do so. (After all, we did not go to war over Russia's absorption of Georgia in 2008.)

But I do have some problem with your phraseology ("a former ussr [sic] state"): It seems to imply that the former Soviet Union had an inherent right to capture those (much weaker) countries surrounding it, and transmute them into pro-Moscow satellite states.

Is this really what you intended?

Yes it is Russia's aim, actually Putin's aim to absorb as much of the old ussr as possible. Trump certainly didn't fight against Russia for the Ukraine, on the contrary everything possible was done to hurt the Ukraine during the last administration and undo any good done there but predecessors.
when it comes to Putin who we must not fight physically, diplomacy diplomacy diplomacy is key.
