From the OP, Claremont Police Chief Mark Chase says the following:

Quote:
For good reasons, Chase said, criminal investigations involving juveniles are kept confidential.

“Mistakes they make as a young child should not have to follow them for the rest of their life,” Chase said.

Hey Chief, I don't consider teenager's to be 'young children'.

I went in the Military at 17. I didn't know that I was a Young Child, and that what I did should not follow me as an adult.

The potential for evil never ceases to astound...
Hopefully those teenagers are charge with assault and attempted murder and found guilty in a court of law

I just read this article by Angela Helm of "The Root" who provides a some extra details. The boy's name is Quincy. His mom is referred to as Merlin and she gives her version of what happened. She says that her son got up on the table and put the rope around his neck and another kid pushed him off.

Quote:
This woman had told me earlier that day that the teenagers had been jumping Quincy and she had stopped the fight,” says Merlin. “And Quincy being the kid that he is, he just wants people to like him, [so he] decided to forgive the kids for what they had done and continued to play with them and his sister.”

But the “play” soon took a bad turn when, Merlin says, the kids started hitting Quincy in the legs with sticks and throwing rocks at him. They also started making comments about the fact that he is black and saying things like “white pride” to him and Ayanna.

There was a tire swing at the back of this house, and one of the kids had broken the tire off the swing and the rope was hanging,” says Merlin. “The older boys had put the ropes around their necks, and they told Quincy that it was his turn to do it. And Quincy got up on the table and put the rope around his neck, and another kid came up from behind him and pushed him off of the picnic table. And they walked away and left him there hanging.”

Merlin says that Ayanna began screaming for help and described Quincy kicking his feet, grabbing at his neck and turning purple before he ended up dropping to the ground.

Wow. I could think of a few hundred things I'd like to say to those boys who were there, and not a single one of them is going to make it past the cuss filter.....

The parents of these very disturbed individuals need counseling themselves, so they might figure out the are raising sociopaths....

Claremont Police are saying that the investigation "revolves around the conduct of people who are 14 years of age and younger". The incident occurred on private property, not in the park. It's also reported that Quincy's mom drove him to the hospital and he was later transferred by chopper to Dartmouth.
The family is accepting donations via a go fund me site set up by a friend. The family has some financial strain related to Quincy's injuries, the need for psychological support, and another sibling with serious medical issues.

People think I am crazy because I claim there is a lot more racism in this country than is apparent.

I was born and raised in a central Indiana town that one of its claims to fame is the Grand Dragon of the national Klan lived over on Fry Road in the early to mid 60's. My friends and family and many others I grew up with are racist to the core. Go to a bar downtown with me and anytime you see Obama on Fox you hear the N word and other obscenities. I don't think you are crazy.
