SB562, the Healthy California Act, would replace California’s health insurance marketplace with a publicly funded system, the Bee’s reported Monday. The new system would provide health care coverage with no out-of-pocket expenses for all California residents. The California Senate Appropriations Committee found that the bill would cost $400 billion per year.

The Bee reported that the committee’s estimate “assumes the state would retain the existing $200 billion in local, state and federal funding it currently receives to offset the total $400 billion price tag.”

The Senate analysis also said that the $100 billion to $150 billion employers spend on health care per year could be used to help offset the costs, but that would still leave taxpayers on the hook for an additional $50 billion to $100 billion per year.

Meanwhile, the estimate is higher than the total $180 billion proposed for the state’s “general fund and special fund spending for the budget year beginning July 1.”

The bill would also provide free coverage for illegal immigrants, ABC News reported.

Update...

If you're retarded, I'm guessing the first two things you do is...

A) Fast track a bill that doubles your whole spending in one, fell swoop...

and B) do it with absolutely no talk of how to fund it...

“Why would you just mindlessly pass that through without more details? The lack of transparency here is stunning,” he said. “It would be interesting to hypothesize, if it wasn’t the chairman’s bill, would it have been held?”

The challenges in setting up a California single-payer system are daunting — but not insurmountable


Let’s start with what we can almost all agree on: single-payer healthcare is the most effective system for achieving universal health coverage in the U.S.

...it would potentially cut the insurance industry entirely out of the system. Corporate overhead has been calculated at as much as 15% of healthcare spending, not counting the crushing expense of billing management incurred by U.S. doctors and hospitals.

All that helps explain why a bill to enact a statewide single-payer plan in California is moving through the Legislature. On Thursday, SB 562, which is backed by the California Nurses Assn. and sponsored by state Sens. Ricardo Lara (D-Bell Gardens) and Toni Atkins (D-San Diego), passed Lara’s Appropriations Committee by a 7-0 vote.

The program board would be empowered to negotiate prices with providers and pharmaceutical companies, presumably to capture savings that come from offering access to more than 39 million potential patients...

...The biggest pitfall isn’t money but politics. We don’t mean partisan politics, but two other political challenges. One is persuading the public that the shift of resources and responsibilities from the federal government and employers to the state makes sense for them. The other is fighting off opposition from constituencies vested in the current system— especially insurance companies, which won’t take kindly to being put out of business.
