No one is suggesting that "we gotta pass it to see what's in it". There will be no votes until the Certification is in place. The groundwork, however, needs to get started.
The ground work is the vetting so you can have the hearing. Not the other way around.

You keep saying that they can go back and ask questions. Yeah F*cking right... Like the Republicans are going to open up a hearing again for the Democrats to be able to ask questions that come out of the vetting process. And then it will just be a vote without hearings on the congressional record.
