I'm assuming that any reporter worth the money they are being paid would be asking these kind of questions. Apply a little common sense to the scenario: What's a better story? "Woman pursues all available avenues and still gets nowhere so she files a lawsuit" or "woman files a lawsuit"? What we're seeing is the latter, not the former. Any reporter with more than 3 weeks of journalism class would know to be asking if she tried to get the issue resolved because that angle changes the story from a semi-silly human interest piece to one of blatant, cold-hearted bureuacrats at work to make someone's life miserable, in spite of the persons best efforts to work out a solution.
You've gotta stop and think about these kind of things. Look at what isn't being said along with what is being said.
