Post Oregon officials propose per-mile tax for gas sippers

Quote:
Oregon state officials are proposing an alternative tax for drivers who have bought efficient or electric vehicles that seldom or never stop at the gasoline pump, where government has traditionally collected money to build and fix roads.

But the auto-making industry calls the idea of mileage taxes another roadblock for its efficient vehicles, the Salem Statesman Journal reports.

In its upcoming session, the Oregon Legislature is expected to consider a bill to require drivers with a vehicle getting at least 55 miles per gallon of gasoline or its equivalent to pay a per-mile tax after 2015.

No surprise, its always about collecting money. I'm guessing next they'll propose an "enviromental tax" on car that get under a certain MPG.

And how do they track this?
They can monitor the GPS on your car…

Oregon set up a task force in 2001 and did a pilot study in 2006, which raised privacy concerns — the government could track cars as they use private roads or leave the state. Whitty said the options drivers would have in the new proposal address those concerns.

A second pilot project has involved about 50 participants, mostly state transportation officials and lawmakers. They pay 1.56 cents per mile and get a credit for any gasoline tax they paid at the pump.

Oregon Transportation Commissioner Mary Olson tracked whether she would be charged for miles on private roads by comparing results from her odometer and the GPS-based mileage reporting device.

Our road maintenance is paid for by fuel taxes. These cars are using the roads, but contribute little or nothing to the cost of their maintenance. Yes, I dislike the idea of another tax, but this one actually makes sense. Think about what would happen if we had all electric cars and were dependent on gas taxes to pay for road maintenance. Where would the money come from and how would you assess it? The answer is simple - a mileage tax.

How about a surcharge added to their registration? It just makes no sense to tax someone on their movement. And how do you make a distinguishment between the mileage that was used out of state versus what was used in state?

It just seems like a stupid and prohibitive way to tax to me.

What I find really funny about this is the fact that every state currently charges a mileage tax. Every commercial vehicle under an IFTA license has to pay per mile taxes to each state they pass through.
Of course, it's fine to go after those evil truck drivers, but god forbid we actually try to tax people who are paying less than everybody else for the privilege of using the roads.

Trucks are engaging in interstate commerce. There is a reasonable expectation that their movements will be tracked across state lines.

Private citizens not engaging in commerce have no cause to have their movements tracked. Especially if they aren't engaging in commerce across state lines.

And **** a trucker. If they don't like the rules they have to do business by, let them find another job just like anyone else would.
