The problem is always one of where to draw the line when it comes to public safety. Precisely because you CAN'T enforce laws on "paying attention" it is highly unlikely that there would ever a line drawn at that point. People will talk to each other while driving. However I seem to remember reading something about a study that showed people talking on cell phones, even hands-free, took more concentration than people talking to fellow passengers - it had to do with the way the brain works when talking on a phone vs talking in person. If that is the true, then I think a case could be made for banning cell phone use in a moving vehicle.

Having nearly been creamed several times by 'operators' of vehicles whose driver was too busy eating, talking, and steering with their knees to keep their hands on the wheel and their eyes on the road, my initial reaction is to agree with this. Further reflection, tho', forces me to ask how they plan to ENFORCE this 'law'. It's one thing to PASS a law - it's quite another to ENFORCE it. Some laws - like litter laws - are unenforceable by nature. This is no different. The question then becomes: What's the REAL motive behind wanting this law passed? Will it be a PRIMARY or a SECONDARY offense? Remember, the seat belt law was originally a SECONDARY offense, which meant you had to be guilty of a PRIMARY offense first before you could be ticketed for not wearing your seat belt. Those days are gone. Now not clicking is a PRIMARY offense. So, I'm not about to start shouting YAY! from the rooftops just yet ... I want to know more about what OTHER motive is behind this - it's not 'public safety' ... maybe it's just 'cuz those caring 'government types' just 'know what's best' for us all the time.

They should ban cell phone us in cars that are in traffic. I've come across too many drivers driving hazardously and dangerously because they're talking or texting on their phones. Many times these drivers are oblivious to their surroundings. If you need to make a call, pull over into a parking lot and make your phone call!
