I dare say that those who are distrated on their cell phones are the same ones who are distracted by other factors as well, and would be more inclined toward accidents regardless.
I don't know - I'd like to see some more studies before making up my mind. I do know personally I have more than a few times been cut off by an utterly oblivious person pulling out of a parking lot yaking on a phone - didn't even look

So have I, and it happened before the invention of cell phones. I've seen no noticeable change in a**hole drivers before or after.

Not so, if there are other factors which outweigh the impact of "driving while talking", then your numbers are completely whacked. The number that needs to be looked at is the percentage of increase in cell phone distraction caused accidents vs. the percentage of increase in cell phone ownership among licenced drivers.

They aren't my numbers, and according to the wiki link, the percentage of cell phone distraction caused accidents appears to be pretty minimal.

NSC estimates 1.6 million crashes caused by cell phone use and texting

28% of all accidents. Yeah, that's pretty minimal...

Yes, we wouldn't want anyone to take personal responsibility, now would we? Those are dirty words. Better to let the gubmint 'protect' us. So let's outlaw talking in cars, eating in cars, putting on make-up in cars. Maybe we should just let only our 'betters' drive the cars, that way, everyone will be safe.

I'm so tired of this gubmint overreach, salt, sugar, smoking, now cell phones. Slowly but surely our freedom is being taken from us.

The government has a valid role in public health, consumer safety, etc. I doubt you'd want to go back to the days of snake oil and adulterated foods.

I'm all for personal responsibility but that won't help me one bit when the drunk in the next lane veers into me.

I have noticed a big difference in oblivious drivers - that's just my view (subjective) but it has certainly seemed that way to me. And not just oblivious drivers but pedestrians yaking on the phone and walking right out into the street without looking.
