I support improving public schools -- by taxing locally and making decisions locally and saving money by not having overlapping redundant beauracracies at the district, state, and federal level. The Department of Education need not exist. There should be an undersecretary to the Secretary of the Interior with some worker bees who crunch numbers and make suggestions to the states. No Child Left Behind is living proof that Bush was no conservative.
Hhmm..tell that to the kids a hundred fifty miles from Spring Branch School District in Texas where SB has the computers and whatever new technology and those other districts have spelling bees with BIG words in them like 'because'.
Funds for school should at least be distributed evenly throughout a state and maybe do it at the Federal level if the states can't handle it.

It should basically be a home sport. (Much like passing gas)
However I wouldn't mind seeing an Olympic event.
For either one actually.

I'm quite fine with funding at a state level, but many decisions still need to be made at a local level. The feds need not be involved.

States are not interested in equal funding for education. They argue about keeping the tax dollars local. While I agree with that on some points. education needs to be equitable throughout the state and if that means pooling Jones County School taxes with Smith County-so be it.
