A BILL

To enact section 4513.42 of the Revised Code to regulate the idling of motor vehicles.


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

Section 1. That section 4513.42 of the Revised Code be enacted to read as follows:

Sec. 4513.42. (A) No operator of a motor vehicle shall idle the engine of the motor vehicle, except as follows:

(1) If the outdoor temperature exceeds twenty degrees fahrenheit, the operator may idle the motor vehicle engine for not more than five consecutive minutes in any one-hour period.

(2) If the outdoor temperature is less than or equal to twenty degrees fahrenheit, the operator may idle the motor vehicle engine for not more than ten consecutive minutes in any one-hour period.

(B) Division (A) of this section does not apply to a motor vehicle operator in any of the following circumstances:

(1) Heavy traffic congestion or some other adverse traffic condition exists that requires the engine to be running;

(2) The motor vehicle is being serviced or repaired and in order to effect the service or repair the engine is required to be running.

(3) The engine is required to be running for a personal health or safety reason, such as to maintain the ability of the operator to see outside the motor vehicle or to maintain an acceptable interior temperature.

(C) Except as otherwise provided in this division, whoever violates division (A) of this section is guilty of a minor misdemeanor. If, within one year of the offense, the offender previously has been convicted of or pleaded guilty to two or more violations of division (A) of this section, whoever violates division (A) of this section is guilty of a misdemeanor of the fourth degree.

This law has been in effect in Ohio for years now.
I guess if you live in a city that's small enough, no one will notice how long your car has been idling.
The concern is leaving your car/auto/ theft and those nasty emissions.
