Good advise for all when they do any business on line.

THE CAPITAL-JOURNAL

As unemployment continues to be a problem for many Kansans, the likelihood that they will fall victim to online scammers posing as prospective employers increases. Those who search for jobs online should be aware that they are not the only ones digitally looking for income. Scammers want some income as well and they are more than happy to get it deviously from desperate job seekers.

The Better Business Bureau warns that fake employment opportunities are often posted online. Especially popular with fraudsters are free sites like Craigslist, other social networking sites and online classifieds. Although Craigslist does post warnings and disclaimers to its users, people continue to fall for the irresistible allure of the fake job offers that abound on the site.

There are reported incidents where crooks have hijacked the names of legitimate companies in an effort to attract job seekers (and their money). Some scammers have sent emails under the guise of a reputable business’ name in which they promote a job opportunity. They send applicants to a fake website where the applicant’s personal information is sought, as they answer questions in online forms.

Here are tips to help job seekers avoid fake job scams:

• Read the job posting carefully for grammatical errors, misspellings and lots of exclamation points. Legitimate businesses know that such amateurish writing harms their credibility and they work to be sure their communication is written accordingly.

• Watch for generic sounding job titles like admin assistant or customer service rep. Look out for phrases like “Teleworking OK,” “Immediate Start” and “No Experience Needed.” Scammers love to hook their victims in with such language.

• Does the job look suspicious? Do a Google search and see if the result comes up in lots of other cities with the same job posting.

• While you’re Googling, search for the name of the company behind the job offering. If you find a site with a brick-and-mortar address and a phone number listed, call them and inquire about the job. Look over the site as well to see if the opening is posted there.

• Guard your resume. The personal information on it is a treasure trove for identity thieves. Only upload it to legitimate companies for legitimate purposes.

• Never pay upfront fees. A legitimate job offer will not require out-of-pocket expenses for such things as background checks, credit reports or administrative fees before an interview.

• Don’t give bank account information (for “direct deposit”) or Social Security numbers until you have verified that the job is real and you are really being hired for it.

• Beware of the perfect offer. High pay for short hours and minimal experience does not exist. As the BBB always says, if it sounds too good to be true, it is.

• The oldest scam in the world is the one where a check is mailed to you for you to cash and wire back a portion to the sender. That check is bad. It will bounce. Eventually the bank will want that money from you. There are hundreds of variations on this scam. No legitimate employer will ask you to do this.

There are real job postings online and there are scam job postings there as well. The responsibility is with you to determine which is which. Avoid letting a desperate job hunt blind you to the red flags that signal a scam. If questions or concerns arise about an online job, feel free to contact the BBB at (800) 856-2417 or go to our website at Accredited Business Revocations - BBB of Kansas Incorporated.

Former Topeka physician gets probation for fraud

Posted: October 2, 2012 - 1:31pm

By The Capital-Journal

A former Topeka physician who pleaded guilty to charges of health care fraud and unlawfully prescribing controlled substances has been sentenced to probation for two years.

U.S. Attorney Barry Grissom said Diana L. Carver, 47, also would be banned from receiving funds from any federal health care benefit program.

In pleading guilty to one count of health care fraud and one count of unlawfully prescribing controlled substances, Carver admitted she continued to practice medicine and submit false claims to insurance programs for several months after the Kansas Board of Healing Arts suspended her license to practice medicine on July 8, 2010. Grissom said Carver submitted claims to Medicare, Blue Cross/Blue Shield of Kansas, and FMH in the name of her father, a physician who did not provide the services submitted for reimbursement.

Carver also used her father’s name to issue prescriptions and authorize refills of controlled substances after she no longer was licensed as a physician.

In addition to the charges in federal court, Carver also was convicted in a Kansas district court of practicing medicine without a license.

Westar says 2 new wind farms operating

Posted: October 10, 2012 - 5:51am

By The Associated Press

Kansas’ largest electric utility says new wind farms in central and southwest Kansas are now producing power for its customers.

Westar Energy has agreements with the developers of the wind farms to buy up to 369 megawatts of electricity from them. That more than doubles the electricity the Topeka-based utility can generate from renewable resources to 670 megawatts.

The 201-megawatt Post Rock Wind Farm in Ellsworth and Lincoln counties began production Sept. 28. It was developed by St. Louis-based Wind Capital Group.

The Ironwood Wind Power Project farm in Ford and Hodgeman counties can produce up to 168 megawatts of electricity for Westar. It began production Aug. 31. It was developed by Duke Energy Generation Services of Charlotte, N.C.

Westar has nearly 700,000 customers in Kansas.

This shows just how easy a hacker can use your e-mail account and bring you down.

Fager: I'm fine, but I'm hacked

Topeka civic leader victimized by a hacker's email scam

October 9, 2012 - 4:58pm.. Posted 10 Oct. 2012 ...............

By Rick Dean

THE CAPITAL-JOURNAL

The first concerned calls and emails began arriving around 7:45 a.m. Tuesday. To a person, none of Beth Fager's friends and colleagues inquiring about her welfare really thought she had been robbed at gunpoint of all her cash and credit cards, or that she needed financial help to pay a hotel bill in Madrid.

At the same time, though, everyone wanted Fager to know her Yahoo email account had been hacked and her name was being used in an obvious scam.

Fager, well-known in Topeka for her civic efforts in helping turn the deteriorating Municipal Auditorium into the Topeka Performing Arts Center, and most recently for her work in restoring the historic Great Overland Station, spent most of what should have been a pleasant vacation day in New Orleans working to secure her hacked email account, as well as assuring well-wishers that she was fine, despite the email to the contrary that carried her name.

“Actually, a lot of it was quite heart-warming,” she said of the expressions of concern. “No one I talked with fell for the scam, and I'm hoping that no one who got the email thought it was true. Still, people were concerned about what was happening.

“The nice thing was, I heard from people I hadn't visited with in a long time.”

The email sent from Fager's Yahoo account, however, painted anything but a happy picture.

Her hacker, posing as Fager, said she was writing “with tears in my eyes” after being robbed of everything during an unannounced trip to Spain. Unable to secure help from the Madrid police and American Embassy, the faux Fager needed financial help paying hotel bills and needed a quick loan that would be repaid upon returning home.

Such a tale of financial woe had to have come as unexpected news to Duane Fager, Beth's husband and president of CoreFirst Bank and Trust who was with his wife in New Orleans.

Contacted by The Topeka Capital-Journal upon receiving the hoax email, Beth Fager was initially hesitant to discuss what she considers an embarrassing situation. But then the woman honored as the 2011 Woman of Distinction by the Topeka chapter of the American Business Women's Association had second thoughts.

If it can happen to me, she figured, it can happen to anybody. Consequently, she wants the public to know how she fell into a trap in the hope that it might be avoided.

I never even though I would hear any politician speaks out for legalizing marijuana in Kansas. All I read or hear about this substance is good news except for the crimes involved cause it is illegal.

Changing this part and dropping it for it's present status to a much lower one would save and even make money for each state and the federal government.

Speakers Rally For Legalizing Pot In Kansas

Sunday, September 30, 2012... Posted 29 Oct. ????????????????????

About 100 people attended a weekend rally in Topeka to support legalizing marijuana.

Topeka City Councilman Andrew Gray, a Libertarian, said during the rally Saturday outside the Statehouse that legalizing marijuana would open up a source of tax revenue and make available more diverse pain management options for patients.

Jon Hauxwell, a retired family physician from Hays, said he doesn't support legalizing the drug for young people whose brains are still forming.

Right allow it for adults to decide.

But he says denying patients access to marijuana for medication is "unconscionable."

State tax collections slightly exceed expectations

Gov. sees report as sign Kansas' economy is on the upswing

November 30, 2012.. Posted 1 Dec.

By The Associated Press

Kansas collected slightly more in taxes than anticipated in November, but the state is still facing a self-inflicted budget shortfall that could force it to trim spending.

The state Department of Revenue’s report Friday pleased Gov. Sam Brownback and officials in his administration, who see it as part of a growing body of evidence that the state’s economy is not only stronger than it was a year ago but continuing to improve. Brownback told The Associated Press that he’s seeing other positive signs, such as renewed interest in oil production and solid holiday retail sales.

The state collected about $441 million in taxes in November, when a fiscal forecast predicted it would take in less than $439 million. The difference is $2.6 million, or six-tenths of 1 percent.

It was the first report on tax collections since officials issued a new fiscal forecast in early November, one that prompted legislative researchers to project a gap of $328 million between anticipated revenues and existing spending commitments by July 2014. The new revenue figures are likely to whittle down the shortfall a little, though legislative researchers won’t have a new number until next week.

Kansas has collected about $2.4 billion in taxes since the fiscal year began in July. It expects to collect nearly $6.2 billion during the current fiscal year but see revenues drop below $5.5 billion for the fiscal year beginning in July 2013.

The state enacted massive income tax cuts this year after the Republican governor pushed for reductions to stimulate the economy, including the elimination of state income taxes for the owners of 191,000 partnerships, sole proprietorships and other businesses. Brownback’s administration sees positive economic signals as an indication that the tax cuts are having their intended effect.

“It is encouraging to see solid signs that the economy is improving, but we can still do better by focusing on tax policy and a frugal budget,” Revenue Secretary Nick Jordan said in a statement.

But Kansas House Minority Leader Paul Davis, a Lawrence Democrat, said the administration cannot avoid the link between the tax cuts and the state’s budget problems. The reductions are worth an estimated $4.5 billion over the next six years, and legislative researchers projected that the cuts would lead to collective budget shortfalls approaching $2.5 billion during the same period.

“This doesn’t change the fact that we have a massive budget deficit,” Davis said of November’s tax collections. “The only place that you can point to for this budget deficit is the tax plan.”

What is this, a Dem looking to raise taxes. Like his Hero in the WH.

Brownback and other supporters of the tax cuts saw the legislative researchers’ predictions as too pessimistic, but they’ve acknowledged that they expected a lag before increased economic activity kicked in and generated new tax revenues to offset the reductions.

“Year to year, you can have difficulties, but where we’re headed is a much better long-term, sustainable position than where high tax states are headed,” the governor said.

Lab Fiscal Cliff Raises Concerns For Kansas Research

Sunday, December 9, 2012. Posted 10 Dec.

State officials say the looming fiscal cliff and recent demotions in the Kansas congressional delegation shouldn't weaken support for a new federal $1.15 billion animal research lab in Manhattan

Funding for the new National Bio- and Agro-defense Facility has been slowed in recent years by tight federal funding sources and ongoing reviews of the laboratory's size, scope and risk. The Department of Homeland Security facility is designed to replace an aging animal research lab at Plum Island, N.Y., with the capability to research deadly animal diseases such as foot and mouth that affect livestock.

New pressures have emerged. The deadline for avoiding increases in federal taxes and spending reductions are prompting more than a few concerns that the nation can't afford the facility.

State's largest wind farm now operational

Posted: January 4, 2013 - 5:52am

By The Associated Press

WICHITA — The largest wind farm ever built in Kansas is now in full commercial operation.

BP Wind Energy and Sempra U.S. Gas & Power said Thursday the $800 million Flat Ridge 2 Wind Farm generates 470 megawatts of electricity.

Flat Ridge 2 is spread over a 66,000-acre site that spans parts of Harper, Barber, Kingman and Sumner counties in south-central Kansas.

The companies say the farm uses 294 turbines each with the capacity to produce 1.6 megawatts, generating enough electricity to power more than 140,000 average American homes.

Power generated from the facility will be exported to Missouri, Arkansas and Louisiana.

The project created more than 500 jobs at the peak of construction. About 30 permanent jobs have been created to monitor and maintain it now that it is online.
