Leaders present general election as roadblock to 'Brownback agenda'

Posted: August 8, 2012 - 1:02pm

By Andy Marso

.................................... THE CAPITAL-JOURNAL .........................................

The state's Democratic leaders rolled out the "welcome mat" for moderate Republicans Wednesday morning, after Gov. Sam Brownback and his conservative allies succeeded in purging much of the Republican party's middle-of-the-road elements in Tuesday's primary election.

Senate Minority Leader Anthony Hensley, D-Topeka, and House Minority Leader Paul Davis, D-Lawrence, presented their party and the general election in November as the last opportunity to place a roadblock in front of Brownback's policy priorities.

"We are going to offer up a clear choice for the people of Kansas to reject the Brownback agenda — a very radical agenda that could be in place for the next two years," Hensley said. "We certainly hope the people will understand that they have a choice to reject that agenda."

A moderate-Democrat coalition in the Senate which stymied some Brownback initiatives in the past two years was decimated in Tuesday's Republican primary. Eight moderate incumbents were taken out by conservative challengers — some by wide margins.

The fallen included Senate President Steve Morris, R-Hugoton, a senator since 1993. Sen. Carolyn McGinn, R-Sedgwick, Sen. Jeff Longbine, R-Emporia, and Sen. Vicki Schmidt, R-Topeka, were the lone moderate survivors. Schmidt is believed to have broken state records by spending more than $200,000 on her campaign, but fended off Rep. Joe Patton by only 159 votes, unofficially. With nearly 600 provisional ballots yet to be counted in Shawnee County, she did not declare victory Tuesday night.

Americans for Prosperity, a free-market advocacy group that flooded the campaigns with pro-conservative and anti-moderate advertising, called the primaries a clear repudiation of the moderates.

"This new field of candidates vying for office reflects a continued desire to put a stop to the rampant state spending and high tax burdens of the past," the group's state director, Derrick Sontag, said. "It is evident from the results at the ballot box that Kansans want a reasonable, responsible government and we are optimistic that our state is now starting to head down the path toward prosperity and a strong Kansas economy."

By Andy Marso

THE CAPITAL-JOURNAL

Shawnee County Elections Commissioner Elizabeth Ensley Deiter fired a supervising judge at a Topeka precinct after she discovered that the official was distributing incorrect ballots in Tuesday's primary election.

A news release stated that Deiter's office received a phone call Tuesday morning about a voter receiving an incorrect ballot at the Light of the World Christian Church polling place at 3301 Gage Blvd. The release states that Ensley Deiter sent a county official to the polling place that morning to correct the problem, then went there herself Tuesday afternoon and observed that the unnamed supervising judge was "not following the protocol that she had been taught, and was not giving some of the voters the correct ballot." At that point, Ensley Deiter relieved the judge of her duties and replaced her.

This redistricting and the new state law is going to get the idiot who ran on this.
My polling place has moved a longer ways from my home. Just so these idiots can have a % of the population.

And I am not voting in my state any more. Like my vote will change a thing. As political parties are worst in each state than in DC most of the time.

Ballots not counted for lack of photo identification

By Tim Hrenchir

.................................................. .................. THE CAPITAL-JOURNAL .................................................. ............................

Shawnee County won’t count 25 of 26 votes declared provisional last week because the person who cast them failed to show required photo identification.

The county’s board of canvassers -- made up of county commissioners Mary Thomas and Shelly Buhler as well as H.R. Cook, general manager of the Kansas Expocentre -- voted to count one such ballot Monday.

Election commissioner Elizabeth Ensley Deiter said the person who cast that ballot at a polling place later came to the election office and presented photo identification.

The Aug. 7 election was the first in which the state has required voters to present picture identification to cast a ballot.

Among ballots not counted for lack of identification, Ensley Deiter said many voters simply forgot to bring identification. Two refused to show identification, while another showed an expired driver’s license.

Canvassers also voted 3-0 Monday to certify the results of all of the Aug. 7 primary elections in Shawnee County except those affected by a mix-up at a southwest Topeka polling place, which resulted in their scheduling an Aug. 28 special election.

The county commission meets as the board of canvassers after elections to decide whether to count ballots election workers declared provisional after questioning their legality for various reasons.

Commissioner Ted Ensley, who is running as a Democrat for the 52nd District seat, recused himself from serving on the canvassing board to avoid any appearance of impropriety because it was decided a matter involving 52nd District Republican candidates. Regarding that matter, the board decided to hold the Aug. 28 special election.

While I am posting this I have no choice to agree it isn't for our best interest for both KS., and America. But as long as America is going to continued to use coal as a fuel to produce eletric power, what can I say?

Except wind power is not a decent answer to this problem. I say go for the Helium3 on the moon and other large close to the sun bodies.

Except I agree with those who have commented with real facts on this issue of the 11 commenter's at the bottom of this post at the site..

Plus the fact this electric power is going to CO., for the most part. And the 1st. promise was to allow this company to build a second power plant near by for the S.W. part of KS., and again across our boarders.

If one looks backwards thru the pages you will find the beginning of this issue.

Sierra Club allies challenge KDHE permit for plant

August 18, 2012 - 6:51pm. Posted 19 August 2012..

By Tim Carpenter

THE CAPITAL-JOURNAL

Energy poured into the six-year legal and political fight over the proposed construction of a coal-fired power plant in southwest Kansas is shocking.

The saga is chewing through the third administration of a Kansas governor — ranging from Kathleen Sebelius, who deftly fought the project; and Mark Parkinson, who negotiated approval of the development; to Sam Brownback, who is eager to see it built.

Yep another Repubican mess.

While a federal lawsuit haltingly plays out in Washington, D.C., the Kansas Supreme Court is poised to hear oral argument Aug. 31 in Topeka on a separate legal case challenging the validity of the state permit issued in 2010 necessary to start construction of an 895-megawatt unit near Holcomb.

Sierra Club and Earthjustice filed suit in Kansas last year contending the Kansas Department of Health and Environment fell to political pressure and improperly granted regulatory approval to a project unnecessarily damaging to the environment. The organizations seek to overturn the permit.

Development partners Sunflower Electric Power Corp., of Hays, and Tri-State Generation and Transmission Association, of Colorado, portray the state's permit action as scientifically and legally sound.

For now, the estimated $1.5 billion project is on indefinite hold.

Inaction hasn't gone unnoticed by advocates convinced obstacles to expansion of Sunflower's footprint to be part of a national campaign to undermine coal as a source of electricity.

"President Obama's attack on the coal industry is a real problem for consumers in Kansas because 74 percent of our energy comes from coal plants," said U.S. Sen. Pat Roberts, R-Kan. "And Kansans do not take kindly to environmental groups following his lead and trying to use our state as a climate-change battleground, especially when energy costs are rising and the economy is stalled."

I recall Bush Sr. and that no new taxes slogan. Well my money is on a Dem Governor next time around.

Commission approves 1.16-mill hike in county levy

Posted: August 23, 2012 - 9:44am

By Aly Van Dyke

...................................... THE CAPITAL-JOURNAL ......................................

The Shawnee County Commission on Thursday morning approved a 2013 county budget that will bring an increase of about 1.16 mills in the property tax levy.

That would amount to an additional $12.76 in property taxes next year for the owner of a $100,000 house that saw no change in its valuation. The mill levy could change, pending the final property valuations made in October.

Commissioners went into Thursday’s meeting considering a budget that would have brought a 0.46 of a mill increase in the property tax levy to accommodate the $484,000 needed to pay fringe benefits.

Commissioners on Thursday then added $1.64 million to the budget, including money for employee raises and to help the district attorney’s office combat domestic violence. The moves brought the 2013 budget to $99.4 million — about $10 million less than requests originally submitted by departments.

“These are not easy decisions, but they are our best attempt at softening cuts made last year — and to soften the blow to taxpayers,” Commissioner Shelly Buhler said before the vote. “We’re not going to make anyone happy.”

However, she noted after the unanimous vote to approve the budget, the county and its departments will continue to try to add savings throughout the year.

“Our work is not done,” she said. “We still are going to have to find ways to save.”

And they failed to do it in time while telling us this would not happen.
So to me any politician is a lier, cheat and in the game for themselves first. The "we the people" just get in their way!

Some of what happens in any cities City Council is the planning and issuing of contracts.
I wounder how many are made for profit? Take a look at the picture of the side walk at the site and read the official press release on it. So much so I plan on a newer topic covering this if I can find enough from all of my collection of local news fron state to state.

Here they are talking about the real cost being over 4.5 million, so we are talking about tax payers money. IS it being spent right. I think this wa sa down hill bike path and not just a side walk.

City pays $3,100 to replace squiggly sidewalk

Project is part of $6.2 million Wanamaker Road improvement effort

By Tim Hrenchir

THE CAPITAL-JOURNAL

The city of Topeka will pay $3,100 to replace a serpentine stretch of sidewalk along S.W. Wanamaker Road after city officials realized it was built with much sharper curves than they wanted.

Mike Teply, a supervisor with the city’s public works department, said the city had wanted gradual curves to be part of the roughly five-foot-wide sidewalk, recently constructed west of S.W. Wanamaker Road between S.W. 30th Terrace and S.W. 33rd streets.

But Teply, that department’s director of development coordination, said he rode the sidewalk on his bicycle and found its curves to be anything but gradual.

“It was almost kind of squiggly,” he said, adding that the sidewalk “looked terrible.”

City spokesman David Bevens said Thursday that the project’s contractor — Kansas City, Kan., based-Amino Brothers Co. — charged the city roughly $3,100 to cover costs for replacing the 230 linear feet of sidewalk in question.

Teply said Amino Brothers planned to replace the concrete with sidewalk that looks better and is perhaps a little easier to walk and ride on, he said.

Bevens said the $3,100 will come from the overall budget for a much larger street improvement project that includes the sidewalk’s construction.

The Topeka City Council in March 2011 approved the $6.2 million budget to make improvements in a three-phase project that features widening S.W. Wanamaker to five lanes from two between S.W. 29th and 37th streets.

Project costs are all being paid using Federal Fund Exchange Program funding administered by the Kansas Department of Transportation.

Teply said the city contracted with Amino Brothers to serve as contractors for the $4.5 million construction portion of the project.

Teply said the city contracted with Amino Brothers to serve as contractors for the $4.5 million construction portion of the project.

Utility workers began relocating lines in the area in January, and the city in early March closed off Wanamaker between S.W. 29th and 37th streets for the project. The city plans to finish the work at the end of this year, Teply said.

In addition to widening Wanamaker, the project involves widening a bridge and putting in curbs and gutters, an underground storm sewer system, sidewalks on both sides of the street, street lighting and a pedestrian signal crossing at S.W. 34th Terrace.

Drought raises concern at Wolf Creek nuclear plant

Water in reservoir that feeds cooling lake is dwindling

August 28, 2012 - 9:09am.. Posted 28 August .......................

By The Associated Press

BURLINGTON — If the current drought persists as predicted, the reservoir that feeds a lake used to cool the Wolf Creek Nuclear Power Plant will be nearly dry, prompting concern the plant might not be able to continue to provide electricity to large parts of eastern Kansas and western Missouri.

There are no concerns about safety or the ability to run the plant for the foreseeable future because forecasts about the water level of the John Redmond Reservoir are the worst case scenario, The Lawrence Journal-World reported.

Coffey County Lake, which directly cools the power plant, is kept full in part by water from the reservoir and the Neosho River. The power plant has not been able to replenish Coffey County Lake at its normal rates in recent weeks.

“Just like with about everything at a nuclear plant, we have plans in place to deal with that type of situation,” said Jenny Hageman, a spokeswoman with Wolf Creek.

The main concern is that if the power plant outside of Burlington had to be shut down for any extended period of time, the three utility companies that own the plant would have to buy power to operate Wolf Creek, which produces enough electricity to power about 800,000 homes.

The Kansas Water Office said the reservoir was at about 75 percent of its normal capacity as of Aug. 1 but it would drop to only 5 percent of its capacity by Nov. 1 if the current drought continues, said Earl Lewis, assistant director of the water office

Kasandra Mari Morris, 23, escaped from the Topeka Correctional Facility at 3:08 p.m. Friday

.................................... THE CAPITAL-JOURNAL

Two female inmates are wanted after escaping the all women’s prison in Topeka within 24 hours of each other.

Debbie Sue McAfee, 57, and Kasandra Mari Morris, 23, are wanted for aggravated escape from custody from the Topeka Correctional Facility, 815 S.E. Rice Road.

According to the Kansas Department of Corrections, McAfee escaped at 8 a.m. Saturday and Morris at 3:08 p.m. Friday.

Both should be considered dangerous. As sweet as she looks?

Anyone with information regarding the escaped convicts may contact the Topeka Correctional Facility at (785) 296-3432, the Kansas Bureau of Investigation at 1-800-572-7463 or local law enforcement.

More information regarding the escapes wasn’t immediately available Saturday afternoon.

McAfee is described as a 5-foot 3-inch, 167-pound white woman with blonde hair and blue eyes. She has a two-inch scar on her right shoulder blade.

Morris is described as a 5-foot 7-inch, 146-pound white woman with brown hair and hazel eyes. She has several tattoos on her body, including a gun on her left forearm, flower on her left shoulder blade, zodiac sign on her right shoulder blade and two guns on her right calf.

Now her I would worry about.

Former employee admitted to forging checks

Posted: September 5, 2012 - 11:56am

By The Capital-Journal

An Emporia woman facing 19 felony charges relating to embezzlement from United Way of Flint Hills was scheduled to have her first appearance in the Lyon County District Court at 12:45 p.m. Wednesday.

Tina Andrews, a former employee of the United Way office, in May admitted to her employers that she embezzled money to “help with her son’s legal expenses.”

Court documents add that she told her employers she was sorry, and her attorney arrived soon after her admission with a $4,000 check to pay for what she had taken. Andrews told Emporia police she wasn’t aware how much money she took from the charitable organization.

According to court documents, an audit of United Way identified six falsified checks worth more than $16,500. Andrews informed Emporia Police she forged signatures and “fixed” books to cover up the scheme. She wrote four checks to the St. Patrick’s Fundraiser and two to herself.

Andrews faces six counts of theft, 12 counts of forgery and one count of unlawful acts concerning computers, all felonies.

Her preliminary hearing was set for 1:30 p.m. Sept. 28, according to court documents. There was no record of Andrews at the Lyon County Jail.
