I think I figured it out.
Currently, marijuana is illegal. That means a purchaser doesn't pay tax on the purchase. Also, a producer (grower) of marijuana is not taxed on any profits made from the sale.
The pot-smokers don't want the state to take over and tax them for their choice to smoke pot. They'd rather risk the free market pricing they currently have. They don't want Mr Brown to tax their pot.

These CA. residents don't worry about the rest of the USA as they know the states 26+ Billion Deficit is going to be paid by all taxpayers in time..
