I am answering the question of the OP.

Yes they are victims. Age 10 to 14 ought to have some idea of right and wrong. Certainly some indications of the law of the land. 100,000 cannot all be innocent by complete ignorance. You're suggesting they have no guilt. I disagree. However, as for me, I would extend that to any age prostitute who works for a pimp. The primary reason they do so is to protect them from bad Johns and,,,,; the POLICE.

But it is still a crime to commit it, and a crime to promote it as a pimp or a John. If you have the hooker in custody with the possibility of jail time, you can go through them to get the ones by whom they are victimized.

Or at least try.

Again the answer to your original question.
It's the shame of prostitution as a racket.,,,,; Do you have a better solution than what has been tried?

It's really no different than someone hooked on crack who has to steal to support the habit. No matter how young they are, the crime is still a crime.

Another aside, the reference to California needs an addendum because California passed a law on this issue.
What was described in the article (arresting kid prostitutes) is no longer allowed in California.
Gov. Jerry Brown did approve legislation that decriminalises prostitution in the case of minors. In other words, it bans police from charging people under 18 with prostitution.

The law aims to protect children involved in sex trafficking and prostitution by treating them as victims, not criminals. That doesn't mean that child prostitution is now legal.

SB1233 (the legislation) doesn't say anywhere that Californians can now hire child prostitutes or that sex traffickers can freely prostitute kids.

In fact, it's rather ironic because at the time many right-wingers were lying their arses off to proclaim California was legalizing child prostitution.

My guess would be they do it for the same reason some minors are tried as adults for other crimes.
