If it's illegal, then they should be throwing these thugs in jail. If it's legal, then leave them alone and change the law if it's really that important to them. Thier lack of action on this issue is my concern. When the gov't is so intimidated that all they can do is tell the Mullahs to "please be quiet", then oh so moderate muslim nation seems to be pretty much as bad as the more radical ones.
