By Hippies, they mean white people that do drugs. And they targeted black people that do drugs. They just didn't know what to call black people that did drugs, they were not considered hippies as I remember. That was saved for the liberal white kids that voted for Humphrey.

There was a lot going on back then such as "COINTELPRO". Bobby Kennedy even had some involvement.
