How about this:
Form a "Weekly Hot Topic" forum where a currently "Hot Topic" can be consolidated. Then, when it's no longer hot, move the threads to an appropriate forum.

I like the hot topic idea. There is precedent for starting a sub forum then closing it. OCW and some others.
However you would like to play it. But yes it might last a bit longer depending on the findings and activism.

Doesn't matter to me, I don't ever look at the forum from the forums list page. I look at "New Posts", so I don't even see what forum they're in.
