Obama and Biden believe that trade with foreign nations should strengthen the American economy and create more American jobs. He will stand firm against agreements that undermine our economic security.

* Fight for Fair Trade: Obama and Biden will fight for a trade policy that opens up foreign markets to support good American jobs. They will use trade agreements to spread good labor and environmental standards around the world and stand firm against agreements like the Central American Free Trade Agreement that fail to live up to those important benchmarks. Obama and Biden will also pressure the World Trade Organization to enforce trade agreements and stop countries from continuing unfair government subsidies to foreign exporters and nontariff barriers on U.S. exports.
* Amend the North American Free Trade Agreement: Obama and Biden believe that NAFTA and its potential were oversold to the American people. They will work with the leaders of Canada and Mexico to fix NAFTA so that it works for American workers.
* Improve Transition Assistance: To help all workers adapt to a rapidly changing economy, Obama and Biden will update the existing system of Trade Adjustment Assistance by extending it to service industries, creating flexible education accounts to help workers retrain, and providing retraining assistance for workers in sectors of the economy vulnerable to dislocation before they lose their jobs.
* End Tax Breaks for Companies that Send Jobs Overseas: Barack Obama and Joe Biden believe that companies should not get billions of dollars in tax deductions for moving their operations overseas. Obama and Biden will also fight to ensure that public contracts are awarded to companies that are committed to American workers.
* Reward Companies that Support American Workers: Barack Obama introduced the Patriot Employer Act of 2007 with Senators Richard Durbin (D-IL) and Sherrod Brown (D-OH) to reward companies that create good jobs with good benefits for American workers. The legislation would provide a tax credit to companies that maintain or increase the number of full-time workers in America relative to those outside the US; maintain their corporate headquarters in America if it has ever been in America; pay decent wages; prepare workers for retirement; provide health insurance; and support employees who serve in the military.Barack Obama and Joe Biden: The Change We Need | Economy

I don't want to overwhelm you with info and make this post so boring it doesn't get read, so I will just say that this is only part of a larger over all jobs plan outlined on the same page/site.

Q: How many U.S. jobs have been lost since the inception of the North American Free Trade Agreement?
A: Actually, nearly 25 million jobs have been gained. Nearly all economic studies say NAFTA's net effect on jobs was negligible.
Renegotiating NAFTA may not be the best thing for America considering it's been a net gain in jobs.

Exactly what tax break is a company getting who moves jobs out of the country? Certainly they get a tax break because the cost of doing business just about anywhere else in the world means lower corporate taxes for them considering we have the second highest corporate tax rate in the world --- only Japan's is higher. Oh yeah, they'll benefit from the free trade agreements bringing product back into the country. How about we make it more profitable to do business in this country so they don't want to leave? What a concept.

...There have been accusations of no-bid contracts being awarded to several companies. Most notably military contracts awarded to Halliburton; the company formerly headed by Vice-President Dick Cheney. Even Boeing, the company who lost this recent bid, has been in on some deals that were considered shady as recent as 2001 & exposed in part by John McCain.

I don't know where Boeing would have done their manufacturing but it appears that Northrop-EADS will do a considerable amount here in the United States. While much of the underlying plane will be built in Europe, the final assembly is planned to be done in Mobile, Alabama. The good news for Ohio is that they plan to use General Electric engines built in North Carolina & Ohio. Clearly this will be a boost for our economy as this contract is supposed to span ten years...
The best way to reward business is to lower the corporate tax rate to make it more profitable to do business here in the United States.

McCain has some pretty good ideas of his own...

Right on the Mark: Foreign Dependence; or Domestic Economic Stimulus?

I like McCain's idea of retraining instead of just passing out unemployment checks.
The plans they have are similar, just I think the O/B plan looks a little more to include the worker in all aspects of this without just assuming he will benefit.
And they do want to reward companies who hire Americans:
Barack Obama introduced the Patriot Employer Act of 2007 with Senators Richard Durbin (D-IL) and Sherrod Brown (D-OH) to reward companies that create good jobs with good benefits for American workers.
