It's factual.
Recent voting demographics for African Americans suggest an overwhelming propensity to cast ballots in favor of Democratic candidates in presidential elections. A couple of problems with this story...

And when I was living in a very upscale White neighborhood and changed residences, I was denied the ability to vote because I didn't have anything "official" with my new residence address on it (I'd been there less than one week.). I thought that by going to my new polling place they could just call or go online or access a master voting list for the city or something. Instead, they said I'd have to go to the old polling place across town or fill out a 'special' ballot which I really didn't have much confidence would be handled well or tallied at all. So, I just filled it out (voted for Gore, IIRC) and let whatever was to happen, happen. I really doubt it was counted.
