Any so called 'personhood' bill would make miscarriages susceptible to murder investigations and outlaw birth control that millions of women use because of it's effectiveness (pills, iuds). It's really just common sense.
On top of that, I would quite imagine that any women of childbearing age would be required to submit to monthly pregnancy tests to ensure they aren't carrying along a 'person' unbeknownst to them and potentially doing it harm by drinking too much coffee or alcohol or smoking or riding horses. Any woman who did ANYTHING that could possibly result in injury or illness to the 'person' inside her would be subject to investigation and charges. This would include working many jobs, eating certain foods, taking most medications, and just generally being too stressed. In order to ensure full protection of every single one of these 'persons', we would need to first establish their existence (monthly pregnancy tests) and then monitor the women during their pregnancies.
People could report women committing child abuse in the womb when they observe women running, exercising too hard, drinking wine, taking medications, working too hard, or just being too upset and then the DHS could come and investigate just as they do with any child abuse claim. Only in the case of child abuse in the womb, they can't exactly take the child away, right? So it would be the women who would need to be locked up in order to secure the safety of the 'person' inhabiting their bodies. I suppose it could create some additional jobs to have people going around administering these tests, investigating child abuse in the womb and holding facilities for women who just won't cooperate with the rules. That would be a bonus, I suppose.
