I think it falls under the NIMBY Rule - NOT IN MY BACKYARD.

Do anything needed or necessary, but just make sure it doesn't affect my taxes or property. Don't run the new sewer line, or build a refinery, or railroad spur through my neighborhood, or our local Little League field. No new highway construction or airport runway extensions that would cause planes to take off or land over my home. Make sure it is in somebody else neighborhood, but I do approve of the project. But, Mr. or Mrs. Congressman-woman - maintain NIMBY. As long as you do that - you get my vote. Too bad, but that's about the way most citizen's feel, and that's one of the reason's nothing gets done. Nobody wants to take responsibility for the necessary hard decisions government must make to maintain and improve our lives..........

So true,they are too busy posturing to retain power to make difficult decisions.

Then wouldn't the approval rating be higher than 10% since there is usually between 50/50-60/40 of democrats and republicans?
