They are casual phasing for going towards or away from a something or someone.
and can be used interchangeable.
I've seen some people use the phrases for somewhat emotive purposes. So that going UP had a positive context and going DOWN had a negative. But that's not typical.

Cream is basically a thicker version of milk. Mostly poured in coffee and tea.
Butter is the solid that's spread on toast and melted for cooking.
